GOVERNORS OPPOSE FEDERALIZED NATIONAL GUARD. The nation's governors
sought help yesterday from Defense Secretary Donald Rumsfeld in their ongoing fight against proposals in Congress to give President George W. Bush more control - and governors less - over the National Guard during disasters.
