10. It sounds like it is a request for the Bush Admin to produce a report

stating whether or not Iraq is in Civil War. If so, Kennedy would like them to tell Congress what the plans are for our troops over there and what the long-range goals of the US would be toward Iraq under those circumstances.

If the DOD (It think, does DOD have an IG's office?) says that IRaq is not in Civil War, then what is the plan for dealing with Iraq?

It's all about the accountability. Kennedy is calling out everyone who has been speaking with such bluster about IRaq and how we have to 'stay the course' and all that rot.
