I work for a school district. We just got a directive that we should implement all these steps in anticipation of Avian Flu or some other outbreak. It was about 30 steps long - none of which we will be able to implement BECAUSE WE'LL ALL BE SICK, TOO!

That seems to be the DHS' "plan" - send a memo out to local govts and have THEM implement something. Doesn't matter if it's not workable - "Hey, we had a plan - they just didn't implement it!"
