Weird phone calls

I've received five phone calls from the same number in the past few days. I wasn't home and they didn't leave a message. The caller ID says "FEDR" with a 571 area code. 571 is suburban Virginia.

Google and switchboard searches didn't provide any further info. Anyone know what/who this might be?

I'm suspecting it's a government agency of some sort based on the location.
