That was a Mike Malloy quote. He talked extensively about Crashcart on one of his shows last year. Every time mentioned his name (which was dozens of times), he said, "Dick 'Are the lambs still crying, Clarisse' Cheney." (With the appropriate voice characterization on the 'Are the... ...Clarisse' part.)

It was one of those Malloy shows which should go down in history.
It's what made his show often very great.
