Gary Schroen, CIA Advisor on ABC movie - is he saying it is accurate?

1. From what I heard

and I have no idea if any of it is true (and I suspect it isn't), he's saying "someone", and he admits that he doesn't know who, canceled the operation. It could be a superiors in the CIA, the NSC, or the Clinton Administration. That seems to be his claim anyway.

3. After a little looking around, I found this...

It's part of the 9-11 commission report. While it seems to point to Tenet as the one who shut down the operation. There seems to be some disagreement between Schroen and his higher-ups as to the chances of success of the operation. There were other factors (such as civilian casualties, international relations, etc...) that seem to be taken into account by Tenet, Berger, and the NSC that didn't seem to be a concern to Schroen. At least according to this doc, anyway.
