is the same clueless Bush of Hurricane Katrina and just about every other policy or program he's associated with.

It captures his presidency in one click of a camera.

Security cleared the area so that no one would have a direct look at the tiny little man standing in the great big hole. If you wanted to see Bush placing the memorial wreath, you had to wait for the official, approved pictures. And the picture in your post shows exactly why.

The approved pictures have a nice, tight focus on the action, not the actual scale of what was going on, which would show Bush as he really is. The same tight focus of photography served the Bushistas well in the famous "toppling the statue of Saddam" shot, a photo that immediately became obsolete when longer-range photos became available, showing what a small and insignificant event it really was.
