"... sign over $450 million to an escrow fund slated to be conveyed to the White House. The agreement does not mention Congress, and the Bush administration says that Congress will not be involved in any way with this agreement. The government of Canada thus is making a gift of $450 million to be spent by the president. That was more than a belt buckle, even more than a stetson, on July 6th. There is only one date certain in the deal: that the planned expenditure of the $450 million must be determined by September 1."

WTF?!?

5. It's got me a little confused, because I first read the story you've
cited, and then read a contradictary story in the Globe & Mail (sorry, no link) that said the vast majority of the money was being returned to the Canadians it was extorted from in the first place. So I'm not sure what's going on, but I'm going to try to find out. As for legalities, I'm sure in spirit it contravenes all of your election fundraising rules, but in fact it's probably being shoved through the world's largest loophole.

7. Wow, that's interesting
contradictory stories, I guess we'll have to ask the Canadians for proof its been "returned". Heaven knows, Bush won't provide any.

It makes you wonder how many times they've done this with other countries. Quite a bit, I guess. Maybe it was Syria or Saudi Arabia who sponsored the Path to 9-11.

according to one of the articles linked at the link. Its basically a bribe, period.

Its basically a bribe to get Bush to allow the Canadians to "dump" softwood lumber into US marktets. Canadian lumber is cheaper than US lumber because many of the harvesting costs (stumpage) are subsidized by the government.

GOTV walking around money for the 2006 elections.
