3. Technically, it is illegal for him to do so

Article VI, para. 2, United States Constitution:

This Constitution, and the laws of the United States which shall be made in pursuance thereof; and all treaties made, or which shall be made, under the authority of the United States, shall be the supreme law of the land; and the judges in every state shall be bound thereby, anything in the Constitution or laws of any State to the contrary notwithstanding.

In other words, once a treaty has been ratified by the Senate, IT IS THE LAW OF THE LAND no different than any other law. If the president can break a treaty unilaterally, he can equally break any law or provision in the Constitution.

He can AND MUST be held accountable for his criminal actions, whether it is violating the Constitution, breaking federal law or refusing to abide by ratified treaties.
