Isn't that what Bush is doing - "spreading democracy" -the American government is "here to help".
This is what Reagan said:
The nine most terrifying words in the English language are: 'I'm from the government and I'm here to help.'"

He advocated smaller government, but that applied to domestic social programs and not to the military. And Junior has followed the Reagan model, having ensured that no one will say, "I'm from FEMA and I'm here to help."
