to torture? I am somewhat surprised they care a thing about inconvenient matters like international law. Am I being naive?

He doesn't want permission, he wants legal protection and to make the whole of government just as guilty as he is...that way they won't touch him since doing so would expose their own guilt.
If Bush can make everyone an accomplice, it's harder to point a finger at him alone.
A Congress that grants Bush legal protection for war crimes is not a Congress that will impeach Bush for war crimes...it's ugly...but it's the reality.

I know he doesn't give a shit about anything but himself and his cronies, but something has him worried - even just the craven ass covering that this clearly is, is a sign of hope to me. Somebody has told him no. Perhaps for the first time in his sorry selfish life.

Back when the Court ruled against him six or so months I wrote here that he would push a bill through Congress right before the November elections.
Why did they wait until now to do this? Why didn't the Repubs do it back when they lost in the courts?
The question now is will the Dems go along with them and if they don't then will the Repubs succeed in painting them as "soft on terrorism." That appears to be the Repubs campaign statergy.
