What does it take to lose one's seat in Congress?

House Majority Leader John Boehner (R-OH) struggled with that question while speaking with Chris Wallace about Rep. Bob Ney (R-Guilty) on the Sept. 17 edition of Fox News Sunday.

4. You can't be Congressional leader of the Republican Party and
not be corrupt. Of course he can't pass judgement on Ney's fitness to be still in Congress without condemning 75% of his fellow GOPer's.
