That's what the "oil for food scandal" was all about just as the war was ginning up. They had to neutralize Kofi in advance of the war.. The oil for food thing was no more of a "scandal" than what's going on now. and what happens in MOST programs.. Whenever there is mandated money to be spent, the savvy businesspeople figure out early on, how to skim of a sizable chunk of that money for themselves.. It's always been that way.,.
