Has the "Terra Alert" been like this for some time or is this new?

I just happened upon a site with the advisory, I don't recall the "high" alert for aircraft. Did I miss something?

FYI - and please no lectures, I know that this is just their effort to keep us scared, I'm just trying to figure out if something new happened or if this has been the status for some time now.

They can't tell us anything about those investigations, it's for our own good you know, mustn't know anything more than be scared and it's better to fight them overthere than at home. (If you build it, they will come.)

I believe for a few days around when that story broke the threat level in the UK for airplanes was raised to the equivalent of red.
