Its not torture, its waterboarding, a harmless interrogation method that shows good results getting info and false confessions from prisoners of war. It's my understanding that one is tied to a board and literally dunked head first into a trough of water, Clockwork Orange style till the subject feels as if he is actually going to drown and die.
