Why would someone paint the exterior of a two story building with black tar? Is it just to make the building water repellent? Is this a new requirement from the last hurricanes which caused water damage that seeped in sideways?

For background, the house is a monolith, first floor concrete, second floor usual wood panels. There is something peculiar about this house because the man is quite wealthy, being a lobbyist, and to intentionally build a blocky house with narrow windows, sitting three feet above ground level is well...peculiar. He's also adding emergency generators, appears to have finagled his own electricity transmitter from the power company. We're waiting to see if he starts digging out from the center of his home to create a bomb shelter. I call it the David Koresch compound. The man has used every inch available on his property to build this house, as if he's planning to never come out in the open. I think he's trying to build a house that will keep him safe from more than the elements.

I believe a company called "Tex-cote" makes something like that.

You might want to call the local building dept. If he's using tar, that could be a fire hazard. There are also building codes (fire, electrical, etc..) that he may be violating.

This guy certainly has broken a few codes, but that would be a major one. I doubt that he'd get away with doing something THAT stupid. It's probably going to be a million dollar house by the time it's finished.
