The NIE is a progress report to them, progress towards their goal of perpetual war.

These reports are simply for the "adminstration" to re-affirm fears and reassert propraganda to persist against the "growing threat" (which didn't exist before the Neocons launched their assault on Democracy and the Constitution...and 9/11...a fraud that the st911.org has been steadily exposing, and for which certain scholars are currently being "absented with paid leave" for, essentially, "investigating the truth").
