Why Bush has decided the war in Iraq cannot end.
I'm reading (actually listening to the audio book) The Greatest Story Ever Sold.

On May 1, 2003 when Bush had the "Mission Accomplished" sign, the sign was inteneded to mislead (duh) but the words of his speech he chose carefully so as to say we had not won the war, the mission was not accomplished, according to Frank Rich, because if he declared we had won the war in Iraq, under international law he would have to release the 6,000 prisoners of war we had captured.

And he didn't want to release the POWs.
