This part of the NIE is a little chilling.
I just read the whole thing, and this part at the very end is a little weird:

Anti-US and anti-globalization sentiment is on the rise and fueling other radical ideologies. This could prompt some leftist, nationalist, or separatist groups to adopt terrorist methods to attack US interests. The radicalization process is occurring more quickly, more widely, and more anonymously in the Internet age, raising the likelihood of surprise attacks by unknown groups whose members and supporters may be difficult to pinpoint.

• We judge that groups of all stripes will increasingly use the Internet to communicate, propagandize, recruit, train, and obtain logistical and financial support.


Is it me, or does that part of the NIE seem like it was tacked on?

And does it read like it's specifically directed at this country to anyone else?

Struck me as weird. Watch Bush grab this and exploit it.

2. Tony Snow mentioned this in the press conference yesterday.
Use of the Internet is helping terrorism.

Of course terrorists are going to use every tool at their disposal. But I know what you're saying, and I agree, bush and his gang are going to seize this opportunity to monitor the Internet the same way they monitor telephone calls.

In other words, they're already doing it, not just to suspected terrorists, but to everyone, and I'm just waiting for them to announce their "Protecting the World Act" in which they seize some major control of the Net.

5. I totally agree and had the same reaction.
Very interesting to see it in this report. I actually don't think that it was "tacked on" -- I think it's part and parcel of who they see the enemy as.

6. Occam's razor
Is the internet usable by extremists, and if it were used by them would it be valuable? Yes and Yes.

So we are presented with two possible explanations for this statement - the authors of the report believed it accurately described a tool terrorists might use, or, they threw it in there to have an excuse to come down on Democratic Underground and other leftist websites. I think the first explanation more likely.

18. I don't know - i would think those would be in a different section
The internet is a type of tool - used for recruitment and communication - probably not to a great extent because it is not secure.

It's probably more useful for recruitment and propoganda.

Do you think that terrorists, in so far as they exist, don't find the Internet useful?

Monitoring yes, controlling no. And there should be limits on how far in they should monitor, as well. Watching certain message boards, yes - digging into peoples hard drives, that should take a warrent.

As for controlling - that's impossible I suspect, but even if it were possible, it would certainly be a really bad thing.

And leftist used right next to "radical ideology" and nationalist/separatist.

That language makes me go HUH big time.

The internet can be used by terrorist groups made up of radical individuals. Therefore, all internet use should be controlled by corporations to make sure "good use" is made of it. After all, you never hear about "terrorist corporations."

Be prepared for the "Help Americans Use the Internet Wisely" Act (HAUIW) which will assign large chunks of it to corporations who will use it to advance their particular propaganda while suppressing free speech
