Each of these rhetorical barbs has been addressed in many threads here, but I don’t think attention has been called to how they interlock, keeping us paralyzed.

First we have the canard:

§ We have been kept safe (by Shrub) because we haven’t been attacked since 2001.



And yet JUST IN CASE, or fueling the perpetual fear, we DO get hit, DESPITE SHRUB’S ALL POWERFUL EFFORTS:



§ It’s not a matter of ‘if’ but ‘when’ we are attacked again.



And for the potential after-attack, the preemptive rationalization:



§ They only have to succeed ONCE. We have to catch them ALL the time.



And then there's the umbrella, to divert away from the non-attacks here:



§ We're fighting them THERE, so we don't have to fight them HERE.

Do you think the interlocking is on purpose or coincidence? I'm not sure. These people can't even keep track of what they say from one day to the next, much less what they all said months or years ago. Recently they seem to trip themselves up more and more on their web of lies.
