bill is product of negotiations between repubs dealing with administration (basically sucking up to administration). Substitute bill...

4. keep 3 branches seperate
not reinterpret obligations, not place congressional stamp of approval on president going beyond what he should. Pres responsible for administering laws.

The bill does not permit the use of secret evidence.
