Questions on the National Intelligence Estimate

What I heard in the news about the NIE was that it was the consensus opinion of the 16 intelligence agencies under our intelligence czar – i.e., NSA, CIA, FBI, etc.

Please correct me if I am wrong.

But, what I want confirmed is that all 16 of these agency heads were appointed by Bush. Meaning, 16 people that were placed by Bush were the ones signing off on this NIE that is pretty damning of Team Bush.

But, George Tenet was a holdover from the Clinton era until he fell on his sword for Bush a while back.

Are there any other holdovers from the pre-Bush era?
