More chaos.

The anti-invader forces in Iraq are "insurgents," because they operate in opposition to a legally elected government, regardless of how ineffective and corrupt that government might be. They're terrorists because of their tactics, which are to render the invaders and the government powerless to govern through sowing terror (again proving the impossibility of making war on a tactic).

5. Terrorist is becoming an all purpose word
Now it just means "anti-American" too. A person no long needs to carry out hijackings or the like to be a "terrorist." The media will slap the label onto any type of opposition to anything, just to make it all more dramatic.
