How would that fit into the quorum rules?

Is there a minimum percentage that is required to vote for a bill to pass in the Senate?

Just wondering if this is a last-ditch tactic they could use.

They could filibuster, but we know how much traction that gets with the current group.

4. Constitutionally, they need a quorum, but convention these

days is to assume a quorum is present. Any senator can request a quorum count, however, to establish if one is actually present. So, I guess the answer to your question is no, they don't need a quorum.

I suppose the dems could use it in some fashion by calling for a quorum count.
