4. That's just one thing that they voted for

Anything that doesn't cause organ failure leading to death.
Beatings with electric wire.
Electric prods to genitals, eyes, and other sensitive body parts.
Being forced to watch your childs testicles being crushed.
Probably a lot of stuff normal people can't even think of.
