If Bush is a Conservative than Herbert Hoover was a liberal..

And on economic issues according to the definition of liberal at that time.

The Democratic Party was the conservative party back then. The two parties switched on social issues (with Democrats becoming social liberals and Republicans becoming social conservatives) with the "Southern strategy".

The parties haven't changed one bit on economic issues since then, however. Except that "liberal" economics within the states is associated with what used to be "conservative" economics and vice versa.

Outside of America, neo-liberal/neo-con/"conservative" economic policies are still referred to as "liberalized" economics. Wierd, huh?
