Why Are Republicans Coddling Terrorists With Wiretaps?

I don't understand that Boehmer's argument that we need to be able to conduct warrantless wiretaps of terrorists, and his arguments that Democracts are weak for opposing such a bill.

Shouldn't we be arresting terrorists rather than placing wiretaps on them? Am I missing something?
