in Rovian political manuevers (though I think many his exemplars are of his own craven creation; as in, his rovianism isn't a recent development--it's in his personality).

To take advantage of every possible dirty political nuance in a heartbeat shows his true personality and lack of integrity--but will the average voter see this or care? The Repubs probably won't--and will see it as clever, just what they want in a politician--and in the general election, alas, Republican votes count (and if Rove's done his tricks, Democratic votes may not).
