This is what i would do if I were president.
I would summon the spiritual leaders of Islam in America to the White house for a conference and ask then to make up delegations to the Muslims in Iraq as well as other Muslim countries. Then I would ask those delegations to go to the leaders of that area and start a negotiations for peace. Find out what there needs are and there complaints against us and try diplomacy. Making sure that the delegations know that we are serious and that the world and us both are tired of war and death and what to solve the problems that keep us from working together.
Because if we are to leave this world to our children and grand children in any shape to be lived in, we must come together and spend the energy we have for creation not destruction. This is the human approach which may sound naive. And you may say I am a dreamer But I 'm not the only one Some day I hope you will join us And the world will live as one. (Thank you John Lennon)

the people in Iraq, or Muslims, or peace.
It is all about power and oil. That is how it seems that he measures "victory". Peace and religious freedom do not seem to matter.

Because it will take someone outside the circles of power to do the right thing. So I have no illusions that this will ever be considered.

from the middle east into the mix though. Bring them here for extended talks amongst themselves and with political/secular leaders from the middle east.
Then try to keep them form getting killed when they go back.

And it shows them some respect. We have many muslims in this country and there are probably quite a few well respected religious leaders that could do it. And perhaps there would be some danger but it is unlikely that they would kill another Muslim spiritual leader.
