The Constitution just requires the president to inform Congress of the State of the Union - the speech before the joint houses is a fairly recent convention. He can send them an email if he wants instead.
(getting my tinfoil hat out) Would he show up if there were some urgent business elsewhere that required his complete attention, like the invasion of Iran?

The SOTU used to be sent to the Congress. I think the president giving the speech is a 20th century thing. Wouldn't it be something if Chimpy did just send the message to the Congress? That would be so fitting.

Since that's really what it's about. It's a PR thig nowadays with television. Back in the 19th/early 20th century when they just sent their message in writing there was no TV so it didn't matter anyway. Now (like most things in DC these days) it's about playing to the cameras.
Not that I would MIND if Chimpy decided to skip it this year...saves me from having to watch his idiot face for an hour!
