They are in freeze mode, having been under relentless, continuous attack ever since Ronald Raygun took office. They behave like some people who have been severely bullied or exposed to domestic violence; there is even an analog in the animal world in the possum, which goes limp in the mouth of the predator, hoping he'll be cached instead of eaten.
