taken from wikipedia, i think this is the most accepted definition of the term neocon, though i know it has more recently been used to define any conservative or republican:

There's one blogger that has an interesting theory. He thinks Bush's move to demote Negraponte was a ruse. He thinks Bush will have Cheney resign, since there's pending investigations and because Cheney's health is too risky with Pelosi so close. Then Bush will fill Cheney's spot with Rice, making her the 1st black, female V.P.. This will open up Rice's powerful spot to Negraponte.
Time will tell.

I really think that is the source of Cheney's power over Bush. There were supposed to have been several fallings out between W and Dick, yet Dick remains in control.

Remember, these two insisted on being interviewed together by the 9/11 Commission. The only conceivable explanation for that is that each feared that the other would disclose some information to the Commission. By being interviewed together, they could monitor each other.

Dick's power has something to do with what he knows about 9/11 and could disclose.
