Who might benefit from striking the "Surge" with something special?
A question that includes timing, means (bio or nuke) and opportunity, of course, but assume those for the sake of this "what if": Who would benefit from somekind of show of better-than-average force, i.e. something more than the daily killings, against the new U.S. Surge; some special demonstration of Power in the region or of Terrorism to the World?

Who COULD benefit?:
Islamists?
China?
Israel?
the PNAC-ian class?
Who else?

The only thing for certain is that more people will die than if there is no Surge.

Doesn't a Surge *really* just invite something to happen, something bigger than usual?
