Wonky question. Does the $2.6 trillion federal budget include the Iraq war supplementals?

Wonky question. Does the $2.6 trillion federal budget include the Iraq war supplementals?
I know under "conservative" Mr Bush the federal budget has increased almost 50% in six years--from $1.8 trillion his first year in office to $2.6t for FY 07. But does that total include the supplemental expenditures for Iraq, which I know are not being counted in the "ordinary" Congressional budget. To date the Iraq war has run about $360 billion, but is that including or excluding the supplementals?

But apparently only Republic pResidents can put American taxpayers deeply into debt without howls of "who's going to pay for it?" and calls for impeachment from the Right.

My latest favorite hypocrisy: Bush**'s proposed $10 billion New Deal giveaway to Iraq, a paltry $1 billion of which will fund troops to train the Iraqi military. The rest is for "reconstruction" and to stimulate "economic growth".

I thought Republics weren't fans of FDR and his New Deal, a program which helped lift this country out of the Depression. But they've been unusually quiet on the idea of Bush** sinking boatloads more of their tax dollars into the black hole of Iraq.
