Resident Scholar Fred Kagan of the Amer. Enterprise Inst. told us how he would expertly pacify Baghdad neighborhoods and Senior Fellow Edward Luttwak of the Center for Strategic and Int'l Studies had all kinds of expert advice on pacifying Iraq.
