Since Dems operate differently in governance, he's taking advantage of the empathy he knows the left tends to display to allow the GOP to get away with things Democrats never could. It's a cold, calculating ploy that takes advantage of other's good natures.

Think of it like an ill behaved, truant teen who screams and bawls whenever they have to face discipline. Some parents will simply avoid disciplining that child to avoid the drama and the bad feelings, and we all know how that turns out in the end.
