How do the Democrats actually stop the surge of troops?

How do the Democrats actually stop the surge of troops?
Is there really any way to do this? If Bush decides to start sending more troops over how can we physically stop him? How can the Congress physically stop him? Is there any way?

Cutting off funding.... Can't Bush get the money from other areas in the budget?

Congress can vote for a number of things, but would any vote actually prevent Bush from sending troops?

Is all of this vocalizing mainly to let the American People know that this war is being fought and escalated by Bush and that the Democrats are going to do anything that they can to show that they are not for the escalation?

It seems to me that sending more troops is like using gasoline to put out a fire.

I hope that the Democrats do all that they can to tie Bush's hands and let the American People know that they would do anything to stop Bush that was in their power.

proceed with the escalation then congress is left with no alternative but to impeach both of them. Proceedings to start immediately.

On edit...I forgot. They should also state that the congress will assist and cooperate with the world court when charges of crimes against humanity are brought against the neocons.
