What part of it is "New"? What part of it is a "Plan"?

What part of it is "New"? What part of it is a "Plan"?
I have seen the word "new" attached to countless headlines over the past few weeks, in reference to the latest gambit by Bush to portray himself as an involved, responsive leader. Is Tony Snow the defacto headline writer for the major news outlets nowadays? How could they all get it so wrong otherwise?

Where is the new in this? Where is the plan? By adding thousands more troops for an indefinite period, he is effectively drilling holes in the hull of the sinking Titanic. More deaths for our troops by IED's and sniper fire, ongoing violence between Shia and Sunni, further decay of water and power, continued resentment of America by Muslim populations worldwide.

This kind of reminds me of a scene from one of Douglas Adam's books (Hitchhiker's Guide to the Galaxy, I think). Our hero is on board a spaceship which is going to crash into the planet at any second. He yells at the computer, "for god's sake, do something!" After a brief pause, the computer begins singing "When you walk through a storm, hold your head up high...."

That's the same sort of inanity we are now dealing with, only the crash is very real. And I guess B* and Tony Snow together are the Babel Fish, only now the translation of pResidential babble can't begin to cover up its lunacy.
