It looks like Grover's bathtub to me.
(I'd rather bureaucrats wrote the laws than lobbyists and interested industries)

3. There is an old idea of giving several neighborhoods
to Maryland and reducing the District to basically the Federal corridor - Capitol, Court. Mall White House - something like that. It would help with the representation problem. DC city government is a mess and might benefit. It has never gotten much traction and I don't think it ever will.
