1. They can cut off funds, but they've already appropriated the money
for at least the next few months. Nothing the Dems can do now will stop the surge.

10. I admit I'm not a Constitutional expert. AFAIK, he doesn't need
Congressional authority to spend the money he already has to increase the troops.

I admit I very well could be wrong on this, however.

11. Also said if congress puts conditions on the use of the funds, it's
theft if Shrub would use them ffor his own purposes. The big problem I have with this whole thing is that Turley has consistently said that signing statements are unconstitutional and Shrub has been violating his oath of office (to support the Constitution of the US) by doing them, but that hasn't stopped him, has it?

Why the hell would anyone expect him to change now????
