The reference to JFK was in the context of their discussion of what the effect of admitting a mistake would be. When JFK admitted that the Bay of Pigs was a mistake it actually helped in the polls, but Tweety didn't think doing so will help Bush. I didn't take it as a compliment to Bush at all.
