In English, that means reporter gossip, and that none of them actually heard him say it. Somebody just told them off-the-record that he said it. You can't print quotes from reporter-gossip hearsay, you can only paraphrase and attribute it to "White House observers."

White House observers = the rest of the press corps.
One observer = the reporter writing the story
Informed sources close to the story = one bureaucrat, probably with an agenda
A source who spoke only on condition of anonymity = the same guy as the main, quoted source in the story who gives a noncommittal answer or denial on the record.

Seriously, I've covered statehouse politics for a newspaper for a couple years; that's what all that bullshit really means.
