Bush has declared war on the Congress..
How dare they challenge his authority?! He is the President - that means he is the decider. He is openly challenging them to do anything about it. Put up or shut up, he is saying. The Congress is just now regaining its footing and attempting to do its job and Bush has a scythe out whacking at their legs. He would love to cut them all off at the ankles.

As the Congress is busy keeping its promise of passing favored legislation during a 100 hour blitz, Mr Bush is busy bombing Somalia and raiding the embassy of Iran and arresting its occupants, and generally stirring up the hornets nest. He is spitting in the face of Congress and daring them to stop him.

2. I think this as well. He is trying to bring on a confrontation.
In 2001, he and Cheney sent Rove to tell the gop congress they had to rubber stamp or they would ruin them. Destroy their and their family's reputation. Part of Delay's job was to make sure they were in line and him and Frist were to keep track of the trouble makers.
Now congress is fully democratic and the people are on to them. The power is eroded without a Delay to threaten and Rove not as powerful.
Bush needs to destroy them. So, he wants a confrontation to ruin them and make them look stupid.
This is why I say, don't do anything rash. Don't just rush out and cut funding or something dramatic. It's a delicate political dance and who wins will control. the dems have to play smart chess with Bush to take back his powers, his destruction of the constitution, ect. They must proceed smart and corner him.
I wish people would understand this. It's the winner who controls the outcome in Iraq and they have to be wily, smart and tough. They cannot come out and be like Sheehan or be wild.

3. I think it is a chess game of sorts..
They need to continue to bring him out into the sunlight. Expose all his criminal activities and his secretive nature. Impeach him in the public opinion.
