Armed Service Whistleblowers Returning from Iraq: Defense Contractors Beware

That provision allows military personnel who have been privy to fraud, bribery, graft, and abuse by military contractors in Iraq and elsewhere (e.g., Halliburton/KBR) to provide information to Congressman Waxman and others.

4. Possible problem here.
(a) (2) Paragraph (1) does not apply to a communication that is unlawful.

Communication of a state secret is an unlawful act.

The unlawful administration has decreed virtually everything about the Iraq War (particularly anything which might be used to hang their arses out to dry) a state secret.

Does anyone believe for a moment that the arsehole in chief and his handlers won't spin any whistle blowing this way?

And when did they pay any attention to the law anyway?
