And since when have 'history' or 'culture' 'wracked' anywhere? She used 'have', so she clearly means those are doing the 'wracking'. Does she was the 'fleas' to give up all of their history and culture? I have the horrible feeling she does.

Perhaps in some dialects of English that's true, but not so in the dominant American dialect. (IIRC, there are tense/aspect differences involving the perfect 'tenses' developing across English dialects; who knows, some may go the way of colloquial French and standard Serbian.)

according to Merriam Webster (meaning to ruin or wreck), and the OED agrees with that, though it says it's more often used in the passive. Her word choice may be unusual, but I think it's allowable.
