Two congressmen, one from each party, should publicly state they will co-sponsor the motion, and then call a press conference in which they say they're undecided about which of the two will make the actual motion. At that point, they "decide" they'll flip a coin, and whoever calls it will make the motion, whle the other will second it.

That way, no party will get more credit than the other, because hey, the coin could have fallen the other way, couldn't it? 'Twas simple fate.
