It's not "Bush hating." It's a little thing called "observing reality."
The reality of the situation is that if Cheney obviously covers something up rather than simply makes it go away or bullies his way out of it, he must have a good reason. If Cheney ever admits wrongdoing of any kind, he must have actually done FAR worse. And if Cheney ever makes his personal foibles the story, it's because there's some other story (or part of the story) that he want us to ignore.
Of course, there's no way to be completely certain of these statements. As David Hume argued long ago, just because the sun has risen every other day of your life, it doesn't mean for sure that it'll rise tomorrow, However, if something happens 1000 times in a row, it's a pretty good bet that it will also happen on try 1001. Even people who don't know Dick know that.
