15. I think the key words are "to foreign governments."
We have "China, Inc." owning national assets of the US. We have the Monarchy of Dubai purchains P&O and its contract to manage and operate terminal facilities. These aren't merely companies incorporated in some foreign country and owned by private citizens there and around the world. These are extensions of autocratic regimes.

16. Manufacturing is a strategic asset. Maybe we should stop
offshoring and require domestic content for all essential goods.

That will force all companies that do business in the US to make at least part of their goods here.
