How many are still waiting for FEMA trailers & why is Texas still hording?

But basically, it says that DHS and FEMA have 22,338 "Manufactured Housing Units" (FEMA Trailers) in "Inventory at Staging Areas" and Texas has 13,619 in "Inventory at Staging Area!!!!" (on Page 20).
