I ask because Cunningham and the people who bribed him are equally guilty IMO. They conspired to rig the system, and were successful in many cases. The contract-for-bribes were delivered and paid with federal funds. Do they just get off with a slap on the wrist? I hope not, but I'm not holding my breath.

1. That's a good question. One of them is ex-CIA! Brent Wilkes.

CIA‘s No. 3 Official Faces Watchdog Probe
Staff and agencies
03 March, 2006

WASHINGTON - The CIA ‘s top watchdog has opened an investigation into the agency‘s No. 3 official and his relationship with at least one defense contractor with alleged links to the bribery of a former congressman.

"It is standard practice for CIA‘s Office of Inspector General — an aggressive, independent watchdog — to look into assertions that mention agency officers. That should in no way be seen as lending credibility to any allegation," CIA spokesman Paul Gimigliano said Friday.

One of Foggo‘s closest friends, San Diego businessman Brent Wilkes, has been accused as an unindicted co-conspirator of taking part in a plot to bribe then-Rep. Randall "Duke" Cunningham.

Foggo joined the agency in 1982 and made a career handling logistical support for the CIA. In various positions, he would have overseen millions in contracts that get little, if any, public scrutiny because of their secretive nature.

3. Wilkes is at the center of a lot of scandals
and his records have been subpoenaed in the case against Delay.

Apparently he used dummy companies and minor contractors to launder taxpayer money from the DOD into RNC campaign contributions.

He's one of those names that will help sink this bunch, especially if they get a few underlings to start singing.
